Robert “Bob” Hebert

Robert “Bob” Hebert brings his decades of experience and expertise in water resources to the Strategic Partnerships, Inc. team as an external consultant.

As a current member of the Region H Water Planning Committee in Texas, the Texas Water Conservation Association, and the National Water Resource Association, Hebert is involved in water planning at local, state, and national levels of government. He is truly a water expert.

Bob has both public and private sector expertise.  He led a water utility management company and a management consulting firm that served public and private organizations throughout the country.  Later in his career he worked with the city of Arcola, Texas, and also served as a consultant to the city manager of Rosenberg, Texas.  Additionally, Bob served as vice president of the Brazos River Authority.

Hebert’s other public and private sector service roles include serving as a trustee and then president of the Alief ISD board, president and director of the Fort Bend Chamber of Commerce and director of the Rosenberg-Richmond Chamber of Commerce. Bob also served as the founding director and vice chairman of the Greater Fort Bend Economic Development Council and president and chairman of the National Council for Public-Private Partnerships.

Bob is a U.S. Navy veteran and he holds a degree from South Texas Junior College and a Master of Business Administration degree from Pepperdine University.  His doctorate degree in management is from California Coast University and he completed the Advanced Management Program at The University of Texas Graduate School of Business in Austin.
