Richard Tabuteau
Richard Tabuteau, an attorney with considerable knowledge of state procurement laws, regulations, and policies, joins the Strategic Partnerships Inc. Team with industry sector expertise as well.
Richard served on the IT Workgroup of the Maryland Procurement Improvement Council, which seeks to reform standard terms and conditions in state contracts. He has also provided consulting assistance to clients in the areas of technology, energy, environment, and manufacturing.
Prior to lobbying, Richard served as senior adviser to Maryland Lt. Governor Boyd Rutherford, and prior to that post, he served as deputy counsel for civil rights and legislative affairs for Maryland Attorney General Doug Gansler.
While serving in the lieutenant governor’s office, Richard was principal staff to the Commission to Modernize State Procurement. That effort resulted from an Executive Order in 2016. Richard not only participated in drafting the new statute, but he also helped successfully steer the legislation through the General Assembly during the 2017 session.
Richard began his career as a business litigation and maritime defense attorney. He is licensed to practice law in Maryland and the District of Columbia. He received his bachelor’s degree from Binghamton University, master’s degree from Cornell University, and law degree from Vanderbilt University. Richard is a member of the Leadership Maryland, Class of 2021.
