Matt Walling
Matt Walling brings unique experience and expertise gained from more than 40 years of law enforcement experience to the Strategic Partnerships, Inc. Team. His law enforcement career was at the municipal levels of government and he provided many years of service to transit authorities and public transportation. He served 25 years in the city of Rowlett and became the Chief of Police, a position he held for 7 years. His department’s positive relationship with the community led to it receiving the International Association of Chiefs of Police (IACP) Community Policing Award.
Matt also served as a law enforcement official at the Dallas Area Rapid Transit (DART). In that role, he served for ten years as Assistant Chief of Police and then Interim Chief of Police before retiring in 2023. While at DART PD, he implemented operational efficiencies, worked in emergency management, and assisted with technology improvements. He also collaborated with the American Public Transportation Association (APTA) and the Transit Security Administration (TSA) by participating in peer reviews and serving on committees to enhance public transportation security.
Matt holds a Master of Science degree in Management and Leadership from Sam Houston State University and earned his Bachelor of Science degree in Criminal Justice from Texas A&M at Commerce. He is also a graduate of the FBI National Academy, the Texas Leadership and Command College, a program overseen by the Law Enforcement Institute of Texas and the Police Executive Research Forum’s Senior Management Institute for Police.
