David Quigley

David Quigley’s leadership and long tenure in government technology and financial initiatives make him uniquely prepared to provide great benefit to clients of the Strategic Partnerships Inc. Team.

Most recently David was director of Michigan’s SIGMA End User Support Division where he was charged with overseeing the state’s finance system. Prior to that, he served as a director in the State Budget Office with both the Office of Financial Management Support Services and the Office of Financial Management.

As director of accounting consolidation, David was selected to lead the state’s initiative to consolidate accounting centers. Serving as director of the Michigan Department of Technology Management and Budget (DTMB) Financial Operations, David was responsible for the state’s procurement card program, billing for the internal service funds for Office Services, financial system security for DTMB and eight other agencies.

David served the state of Michigan as director of DTMB Office Services, Vehicle and Travel Services Financial Operations. In this role, he was responsible for the state’s travel program including recommending annual travel reimbursement rate changes, and financial operations for the state fleet which included establishing annual usage charges, billing for use, and payment of invoices.

Prior to that, David was manager of Central Services Administration for Oakland County and budget analyst for the county’s budget division. There, he supported all agencies with budget development, implementation, and monitoring. He also was the lead financial support on the county’s $500 million solid waste management program.
David earned his bachelor’s degree in pre-law and public administration from Michigan State University, and he holds a Master of Business Administration degree from Oakland University.
