California unveils $920 million to address homelessness, announces online accountability tool

The state of California is investing $920 million to support projects combating homelessness, developing permanent and interim housing and increasing housing accountability. The funding is accompanied by a new online tool designed to collect and centralize data on pressing issues in local communities.

The Department of Housing and Community Development (HCD) is allocating $160.7 million in immediate awards to address homelessness. The remaining $760 million is available through Round 6 of the Homeless Housing, Assistance and Prevention (HHAP) program. The round will prioritize projects that:

  • Preserve, develop and support permanent housing solutions.
  • Ensure interim housing and outreach services have sustainable funding structures.
  • Align funding with strong regional partnerships that make notable progress on homelessness solutions.
  • Ensure meaningful engagement with tribal governments and people who have experienced homelessness.

Final applications are due Aug. 29. 2025.

Of the announced awards, $118.7 million will go toward local governments, providing critical support through the Encampment Resolution Funding Program to address homeless encampments. HCD distributed the funds across 14 projects that will move people out of encampments into shelters and housing.

The city of Los Angeles will receive the largest portion, totaling $56.4 million across three awards. The projects target the densest homeless group areas in the city, providing housing options as well as necessities for hygiene, service referrals, mental health and substance abuse resources and more. The efforts will ensure that hundreds of homeless individuals have access to healthcare and case management support services as they transition to permanent housing.

Another $42 million will be delivered through the fifth HHAP round. Recipients will use their share of the funds to develop interim and permanent housing options and perform outreach to provide the unhoused population with essential resources. As part of the funding announcement, Gov. Gavin Newsom unveiled a new online tool to help track progress on addressing housing, homelessness and behavioral health. The tool collects locally reported data points to create a centralized database highlighting local communities working to address the homelessness crisis.
