TxDOT culture, management, organization scrutinized in report

Perception has played a major role in how the agency is viewed, according to the report. There is a certain level of distrust after last year's incident involving a reported $1.1 billion accounting error at the agency and the perception that the agency is pushing for more toll roads. "For TxDOT to make progress in improving its funding situation, it must reform and improve its business practices as a foundation," reads the report. "TxDOT requires leaders who truly believe that the world has changed and that TxDOT also must change."

The report is divided into two sections. One presents agency-wide observations, findings and recommendations, including everything from leadership and culture to current initiatives to implement change. The second part reports details of an analysis of the business process.

TxDOT notes that the Texas Transportation Commission will review all of the recommendations and determine which should be implemented. The report will be considered at the Commission's June 8 meeting.

The agency's response notes that "The Commission and TxDOT's administration are deeply committed to improving the agency. Our best days are always ahead of us and the Grant Thornton report will help us focus on the next vitally important steps."
